Modi’s baffling gift to Yogi

The nomination of A K Sharma, Prime Minister Modi’s most trusted bureaucrat, as BJP MLC in UP continues to baffle the political class. Sharma was among Modi’s inner circle of officers when he was Chief Minister of Gujrat in 2001. Be it P K Mishra, K Kailashnathan, J C Murmu, R K Asthana, A K Sharma etc, they were all part of Modi’s CMO. When Modi moved to Delhi in 2014, a battery of around 12 officers moved along. But Modi decided to keep K Kailashnathan in Ahmedabad itself as Anandiben Patel’s CMO. The status of KK, as Kailashnathan is known in the bureaucratic fraternity, didn’t change even after Vijay Rupani took over as CM. KK was Chief Principal Secretary of Modi in 2013 and remains so in 2021 irrespective of who is CM, Gujrat. He is considered “Saheb’s proxy” because Modi talks only to KK and the wheels of administration move accordingly. PK Mishra replaced Nripendra Mishra as Principal Secretary in the PMO and RK Asthana continues to be a powerful IPS officer. J C Murmu was made Lieutenant Governor of Jammu & Kashmir to be Modi’s eyes & ears in Srinagar. But somehow, he could not pass the muster and was brought back to Delhi as CAG. Therefore, the shifting of A K Sharma being sent to UP for a political inning is baffling given Modi's style of functioning. No one in the BJP handling UP affairs was willing to throw any light as to how A K Sharma was chosen as MLC? Who proposed his name? And why did Modi lend his most-trusted officer to UP Chief Minister Yogi Adityanath? If he was most trusted, then why was he ousted from the PMO in the first place in 2020?

Another KK in Lucknow?

It is no secret that Yogi Adityanath is on his trip in UP and not like other BJP Chief Ministers who pay obeisance to political masters. Insiders in the BJP say that Karnataka CM B S Yediyurappayu is another pain in the neck of the party high command. Yogi doesn’t take the call of many senior leaders. The Central high command was also upset after Yogi Adityanath cut Sunil Bansal, the unquestioned king of Lucknow to run the affairs, to size.

Lately, there have been issues relating to handling crimes in the state and law & order problem, the latest being the Hathras case. Many complain that Yogi has not risen from caste-politics either despite being a loner, unmarried and honest. One school of thought is that it was Yogi who requested the high command to give him a competent person as he doesn’t trust his two deputy Chief Ministers. A K Sharma hails from Azamgarh and can play some role. No one is sure if Nitin Gadkari had a role in Sharma’s going to UP because he worked under him in the MSME as Secretary. No final word has come out about the future role of MLC AK Sharma. Will he be another KK in Lucknow?

Nadda’s rising clout

BJP president J P Nadda is back in action and batting on the front foot in West Bengal polls. He played a key role in the selection of seven Union Ministers who were made incharge of seven regions for Assembly polls. Obviously, Nadda's graph has risen after big Bihar won. Only recently, a couple of Chief Ministers of BJP ruled states wanted to call on the PM. But Modi politely conveyed to them to first apprise “Nadda ji” about the issues. Another major change jolted the party when three posts of joint general secretaries (Organisation) were discarded. Is RSS allowing a free hand to Nadda and General secretary (Organisation) B L Santosh? One will have to watch.

Why Govt doesn't communicate

Be it farm laws or any other issue, the Modi government’s bane is it to rush into decisions and lacking in communication. The classic example is of giving Emergency Use Authorization (EUA) to Bharat Biotech’s Covaxine without phase-III trial data. It was alleged that the government had rushed into giving preferred treatment violating rules and risking lives of people. But no one, not even the IMCR, Drug Controller General of India or even the Health ministry said that the rules for EMA were amended way back in March 2019, a year before the Covid break out. The policy was changed by regulators to give EUA for vaccines without waiting for phase-III trial results. No favours were shown to Covaxine per se. When controversy engulfed the scientific community, the rules were dug out from the grave.

There was a time when the graph of saffron-clad Yogi Adityanath was on top of the ladder among all chief ministers of the party. The 47-year young ‘Sanyasi’ had even pushed veteran Madhya Pradesh Chief Minister Shivraj Singh Chouhan behind. The whispers in the corridors of power were that the Yogi had joined the club of the likes of Amit Shah, Defence Minister Rajnath Singh and Chouhan as a potential successor to the PM. Not anymore! Adityanath’s handling of cases particularly relating to crime against women, has hit him hard. Be it Kuldeep Singh Senger case or Swami Chinmayananda, the UP CM failed to act swiftly. No doubt, he has waged a war against hardened criminals. But the Hathras case has damaged Yogi’s image considerably. It also emerged that he may have been a prisoner of a handful of bureaucrats in Lucknow. The charge favouring a community be belongs to is also talk of the town and doesn’t act against them. The Central leadership of the party is also unhappy with him as he doesn’t listen to it in some instances. He doesn’t have a good rapport with Amit Shah either for obvious reasons and most of his baiters in Lucknow find patronage in Delhi. His running battle with Sunil Bansal, organizational incharge of UP, has added to his woes. In a way, he is now fighting a lonely battle when troubles are mounting.

Why Jagan is in deep mess!

If Yogi Adityanath is facing rough weather in Lucknow, his counterpart in Andhra Pradesh Y S Jaganmohan Reddy is in a deep mess too. Ostensibly, he is the first Chief Minister in the country to write a letter against a sitting Supreme Court judge justice N V Ramana and several judges of the AP High Court to the Chief Justice of India seeking probe. Interestingly, the charges have been leveled against the SC judge who is in line to become the next CJI in April 2021. Why did Jagan take such an unprecedented step? Insiders say that Jagan did it as he is perhaps the only sitting CM in the country who has 31 criminal cases against him. Of them 11 are being probed by the CBI and seven by the Enforcement Directorate for amassing wealth disproportionate to his known sources of income. The trial in cases is going on at a snail’s pace. On September 16, Justice Ramana ordered high courts across the country that criminal cases against all sitting & former MPs, MLAs, MLACs be completed within one year. All stays granted by any court in the country be vacated and SC registry will monitor them. Who will be the first to suffer if a trial is launched on a day-to-day basis? Obviously, Jagan woke up one month after the verdict and shot off the controversial letter against the Judge itself. Can Jagan’s letter torpedo action in cases against him? Doesn’t look so! 

Big challenge for Chirag Paswan 

Union Food & Consumer Affairs Minister Ram Vilas Paswan’s death has taken place at a time when his son Chirag Paswan is in the midst of a major political gambit. Chirag’s father played many political gambles in his long political career and luck was always on his side. He was such a political weathercock that whichever alliance he joined before a Lok Sabha, the victory fell on his feet. Now all eyes are set on Chirag Paswan who lay in store for him. Of course, he will get huge sympathy and cut into Nitish Kumar’s JD (U) vote bank. During the 2015 Assembly polls in Bihar, LJP contested with BJP on 42 seats. It could barely win 2 seats and secured 4.38% votes. Pollsters say the LJP is capable of damaging JD(U) in at least 25 seats. This may help BJP emerge as the single largest party in Bihar after the polls on November 10. Will BJP reward Chirag then ? No one knows! Will the BJP give Rajya Sabha seat to Paswan’s widow Reena and induct Chirag into the Union ministry after the polls? No one knows what is cooking in the PM’s mind.

Tushar Mehta next AG

It is almost certain that Solicitor-General Tushar Mehta will be the next Attorney General of India after octogenarian K K Venugopal hangs up his boots. The Modi government was keen for the continuation of Venugopal in the post. But Venugopal declined the offer politely and told the PM that he will have to find a successor sooner than expected. With great difficulty, he was persuaded to continue for a period of one year. Tushar Mehta, a close confidant of Union Home Minister Amit Shah, is next in line. He has gained enough experience ever since he came to Delhi in 2014- first as Additional Solicitor-General and later as SG in 2017. In fact, Venugopal has not been appearing in most of the cases for the government lately. Instead, Tushar Mehta is representing the government and holding the fort.

New Delhi, July 27

Setting all speculations at rest about Maharashtra Chief Minister Uddhav Thackeray attending the Ram Temple Foundation Stone laying Ceremony to be held on August 5, it is disclosed that he has not been invited to the function.

It has also been confirmed that not only Uddhav Thackeray but no other Chief Minister across the country has been invited to attend the historic function.

This was disclosed Working President of the Vishwa Hindu Parishad Alok Kumar in an exclusive conversation today.

He told Lokmat over the telephone this morning that “the VHP is deeply hurt by the statement of Uddhav Thackeray ji for his suggestion that foundation ceremony be held through Video Conferencing”.

However, the decision not to invite him for the ceremony is not linked to his statement issued last night. It was a policy decision that no Chief Minister be invited for the ceremony in view of the Covid pandemic.

When asked whether an exception be made, Alok Kumar disclosed that UP Chief Minister Yogi Adityanath will certainly attend the ceremony. He also signaled that a few exceptions could be made if needed. In response to another question, Alok Kumar also disclosed, “No Governor has been invited to the function either.”

Interestingly, the BJP has 12 Chief Ministers of its own and sharing power in 6 other states with allies. But none has been invited. The public statement by Alok Kumar puts an end to uncertainty about Uddhav Thackeray traveling to Ayodhya to attend the ceremony on August 5.

Meanwhile, Alok Kumar said, “Uddhav ji’s statement only shows his blind opposition and we do mourn such a fall of what once was a Hindutava Party led by the legendary Shri Bala Sahab Thackeray.”

“Bhumi Pujan is an essential and sacred ritual.. we worship the Mother Earth, seek Her permission to dig…….this cannot be done by e-conference.”

“The VHP has always made it clear that the Bhumi Pujan will be done by restricting participation to 200 persons and in this situation, the concern about public health expressed by Shri Thackeray are only false pretensions”, he added.

The outcome of Assembly poll results in three Hindi heartland states of Madhya Pradesh, Chhattisgarh and Rajasthan is a warning bell for BJP for the battle of 2019 Lok Sabha polls. Though Congress came a cropper in Telangana where it had tied up with the TDP and lost power in Mizoram. But the results established beyond doubt that the “invincible” BJP can be beaten in its strong hold of Madhya Pradesh and Chhattisgarh where it was ruling for 15 years. The entire RSS and BJP leadership had put its might behind Shivraj Singh Chouhan. But nothing worked there. The landslide victory of the Congress in Chattisgarh is the biggest surprise of this poll as no one expected it. It was always felt that Jogi-BSP team will cut into the Congress vote bank. But it seems, the opposite happened and it was the BJP which was routed. Its a different matter that BSP and Jogi put together were able to manage respectable nine seats in the 90 member Assembly while the BJP was reduced to 13 and Congress secured 63. Similarly, in Rajasthan where the BJP won all 25 Lok Sabha seats in 2014, crumbled though secured respectable number of seats.

With general elections barely six months away, the real battle has begun particularly in the cow belt and Hindi speaking states comprising of 224 Lok Sabha seats. The BJP had captured as many as 174 seats on its own in these ten states.

If sources are to be believed the G-21, as the conclave of 21 Opposition parties is now nick-named which met yesterday, will now emerge stronger. The BSP and SP which did not participate yesterday in the G-21 conclave, will work out modalities.

The presence of Aam Admi Party leader Arvind Kejriwal was a clear signal that Congress president Rahul Gandhi has shed his inhibitions of working with the Delhi Chief Minister. The G-21's sole aim is to defeat the BJP during the 2019 Lok Sabha polls as PM Modi is no more invincible.

The outcome is attributed to the defeat of the idea of Demonetization and hap-hazard manner in which the GST was implemented by the Modi government. Similarly, the Modi government will also have to look towards rural distress with a new prism.

The BJP's analysis is that the Ram Temple issue did help the party to prevent further slide in Madhya Pradesh though another section differs and maintains that Modi should have stuck to the Development agenda. The religious polarisation is not a big vote catcher.

The spate of lynchings may have pleased the hardcore Hindutva types, but it cannot swing the voter angry with the government, as was seen in Rajasthan. The Yogi Adityanath brand of spreading hate failed miserably in all the three states where he campaigned in a big way.

The opposition parties must have taken note of these developments and swifty calculations must be going on about positioning and tactics for the 2019 elections. The show of unity two days before the results, where almost all opposition leaders, including Mamata Bannerjee and Arvind Kejriwal showed up but Akhilesh Yadav and Mayawati did not, is a precursor of the times to come.

Praful Patel, senior NCP leader and Rajya Sabha MP told Lokmat today that this victory will give a big fillip to the Opposition unity and new chapter will be written.

Mayawati, A tough player 

The terms and conditions of political alliance arrived at between BSP supremo Mayawati and Samajwadi Party leader Akhilesh Singh are unfolding now causing acute embarrassment to all & sundry. The two leaders agreed that this alliance is limited to Parliamentary polls in May 2019 and not for the Assembly elections due in 2022. That Mayawati's party will contest 45 Lok Sabha seats while the SP will be given 35 seats. The constituencies will be decided is due course but the number is non-negotiable. Akhilesh Singh requested Buaji that the line of communications should remain open to which Mayawati nodded in agreement. However, Mayawati is now not available for talks and operates through intermediaries. Even when the question of putting up a joint Opposition candidate for Kairana Lok Sabha seat came up, Mayawati refused to meet. RLD leader Jayant Chaudhary wanted to contest the seat. Akhilesh Singh invited him to Lucknow to sort out the issue. Mayawati, instead of meeting them, sent a message that ticket be given to a woman Muslim leader who may contest on the RLD symbol. Since the Jats who dominate Kairana constituency, don't vote for Muslims, it will be a test of RLD's popularity among the Jats, she conveyed through messengers. If the RLD's Muslim candidate wins, it would be a proof that Jats voted for the RLD candidate. Left with no choice, RLD accepted the condition as the BJP is unwilling do any business with the RLD as its two tradition seats - Kairana & Baghpat – were captured by the BJP in 2014. 

Congress' pipe dream

Irrespective of Congress president Rahul Gandhi's declaration that he would be Prime Minister if his party emerges as the single largest party and Opposition parties come together, Mayawati is determined not to do business with the Congress. She had told Akhilesh Yadav during the seat sharing meeting that the Congress party has no political base in the state and its votes are also not transferable to the BSP or SP candidates. Sensing that Akhilesh Singh was keen to bring Congress on board, she said, “If the SP wants, it can shares seats with it from its quota of 35 seats. We are not going to spare a single seat for the Congress in UP.” Akhilesh Singh didn't react on this issue as it was he who had taken the initiative to enter into an electoral alliance with “Buaji”. He had  and even touched her feet during the first meeting to mollify her. Obviously, Mayawati is adopting a tough posture with the objective to negotiate Lok Sabha seats with the Congress in Punjab, Madhya Pradesh, Chhattisgarh, Rajasthan and other states. The Congress wants 15 Lok Sabha seats in UP which neither SP nor the BSP will be willing to spare. Therefore, Rahul Gandhi's dream of making the single largest party cannot be achieved unless SP-BSP are willing to do business with it.  

BJP changes tack, avoid attacking Siddha, targets Rahul

After initially attacking Karnataka Chief Minister Siddharamiah and calling him names, the BJP leaders changed tack.  Modi had bitterly attacked Siddha while launching Karnataka poll campaign terming the state's Congress-led government a " Sidha rupaiya sarkar" (a government that directly takes money). BJP's leader after leader targeted Siddharamiah of looting the state and used all sorts of adjectives. But Modi suddenly changed tack and gone gone full tilt at Rahul Gandhi. Its the Congress president who is now bearing the brunt of  Modi's broadsides at election rallies of late. 

It is learnt that surveys had revealed that Kannadiga sub-nationalism was working on the ground and the Chief Minister was succeeding in invoking the regional pride. Siddaramaiah's efforts to hold up Modi and Uttar Pradesh chief minister Yogi Adityanath who are even seen as North Indians attacking a south Indian leader.

Thus, the campaign was turned into Modi VS Rahul and the PM is avoiding locking horns with Siddaramaiah. The BJP even started playing down the corruption charges against Siddha as BJP's own Chief Ministerial candidate commands no better record on this score. In fact Siddha is proving a nightmare for BJP on twitter and scoring with the each passing day in campaigning. Irrespective of the results, Siddha has emerged as the leader par excellence. 

Battle over re-naming college turns bitter

A relatively junior BJP leader who was once a party spokesman, Amitabh Sinha has challenged the authority of Human Resources Development Minister Prakash Javadekar. Sinha who was made chairman of the governing body of Dyal Singh Evening College, changed the name of the historic college as  Vandemataram Dyal Singh College. Since this created a political crisis, the Minister told him to reverse the decision. However, Sinha curtly told Javadekar that the minister had no locus standi on the issue. This has acutely embarrassed Prakash Javadekar who is camping in Karnataka as incharge of the BJP's campaign. Javadekar had assured the Akali Dal, a key ally of the BJP, that the sentiments of Sikhs would be taken care of. He even held a high-level meeting of the higher education secretary, the then chairman of the University Grants Commission, the vice-chancellor of Delhi University and other officials. Amitabh Sinha was told to hold a meeting of the Governing body to reverse the decision. The virtual revolt by Amitabh Sinha has caused a flutter. Javadekar reportedly complained to BJP Chief Amit Shah in this regard. The matter may be resolved after the polls. But it certainly brought out chinks within the ruling BJP.

A hidden agenda Behind arrest  

The arrest of Upendra Rai, a former editor-in-chief of the Sahara TV by the CBI caused ripples in political circles. It transpires that a case under stringent Prevention of Money Laundering Act (PMLA) may be invoked by the Enforcement Director shortly as the government is keen to fix Rai's political patrons. The Modi dispensation believes that Rai was able to make a killing due to his close links in the Finance and Home ministries. It transpires that he deposited Rs 57 crores in his various bank accounts and withdrew Rs 53 crores within one year period. The CBI went after Rai after Rajeshwar Singh, a senior officer of the Enforcement Director, lodged a complaint to the CBI. Though Rai was once close to Rajeshwar Singh but both fell out. It was Rajeshwar Singh who was reportedly promoting Rai and the latter had free access to key government departments including the ED and CBI. The tiff turned so bitter that Rai complained to the CBI against Rajeshwar Singh and a Preliminary Enquiry (PE)  registered by the CBI. As the probe began, Rajeshwar Singh went up to the Supreme Court and obtained a stay against the CBI probe. Later, Rajeshwar Singh lodged a counter complaint of blackmail and extortion against Rai with the CBI. The end result was that CBI registered an FIR against Rai and arrested him. Now the PMLA is being slapped. It is now learnt that the Modi dispensation wants to know who were the recipients of Rs 53 crores Rai withdrew from banks on various dates. The government suspects that Rai had links with Karti Chidambaram. The Modi government feels that Rai had the support of certain senior Congress leaders who held key positions in the government during the UPA regime.

BJP's senior general secretary Ram Madhav may have missed the Rajya Sabha bus. But the speed with which the party gave him charge of Andhra Pradesh is an indication that BJP is working on a counter-offensive in the state. It transpires that Andhra BJP Chief K Haribabu may be brought in the Union Cabinet to represent the state as it has no representation after the exit of the TDP. There is also a proposal to bring in D Pruandhareswari, daughter of late N T Rama Rao who had joined the BJP long back. Since she was against Chandra Babu Naidu she failed to grow in the BJP. But her stars are shining now with the BJP parting company with the TDP. The party also brought in GVL Narasimha Rao into the Rajya Sabha who hails from Andhra. Party insiders say that the Cabinet reshuffle will take place after the Karnataka Assembly polls and some grass root leaders may be brought in the Cabinet in the wake of mounting pressure from certain states. A large number of ministers have been holding dual charge and since Lok Sabha polls are only a year away, Cabinet expansion has to take place for political balancing.

How Yogi was put in his place

It has now emerged that UP Chief Minister Yogi Adityanath was denied the privilege of choosing a candidate of his choice from Gorakhpur lok Sabha seat. There is no denying the fact that last minute unity between the two arch rivals – SP & BSP- had surprised the BJP and situation was uncomfortable. Yogi wanted the party high command to give ticket a person of his choice. Instead, the high command sought three names from him. The Yogi sent the names but insisted that his first preference be accommodated. But to his surprise, state incharge of BJP Sunil Bansal recommended the name of Upendra Dutt Shukla. It transpires that same thing happened in Phulpur where Sunil Bansal vetoed the recommendation of Chief Minister and Deputy Chief Minister Keshav Prasad Maurya. Insiders in the BJP say that the party's defeat served two political purposes; first being that Yogi who was flying high, has been grounded. “A person who cannot retain his own home constituency, how can he be brought in to the Parliamentary Board?” said a senior functionary. The BJP's parliamentary board has one vacancy after the elevation of M Venkiah Naidu as Vice President.

Jaitley's tough conditions delay Kejri apology

Delhi Chief Minister Arvind Kejriwal is making frantic efforts to persuade Union Finance Minister Arun Jaitley to accept his unconditional apology and close the defamation case. It transpires that AAP's newly elected Rajya Sabha MP N D Gupta who is a noted chartered accountant, has held several meetings with Jaitley to sort out the problem. But Jaitley is in no mood as arguments in the trial court had been completed and judgment is awaited. Secondly, Jaitley is reported to have put some stiff conditions such as that Kejriwal should apologise from the same public platform which was used to make allegations against him and his daughter. Jaitley doesn't want merely written apology but a public apology on TV channels and at a public meeting. Jaitey is no Nitin Gadkari or Punjab Akali Dal leader Majithia who accepted Kejriwal's apology meekly. The last word on Jaitley-Kejri saga is yet to be written.

What's cooking between Rahul & Sharad Pawar ?

Congress president Rahul Gandhi is batting on the front foot and calling on party leaders seeking their cooperation. If sources are to be believed, he has spoken to most of the Opposition leaders over the phone including Mamata Banerjee, Mayawati, Akhilesh Yadav, Sharad Yadav, Sitaram Yechury and others. But he held long parleys with Sharad Pawar seeking his cooperation and understand shape of things to come. It is clear that Congress-NCP will contest the Lok Sabha polls together and Pawar gave an in-principle approval for the same in Maharashtra. Both the parties will revert to the same seat-sharing arrangement that existed between the two parties before they parties company in 2014. The Chief Minister will be from the Congress party while NCP will have the post of Deputy Chief Minister in the event of alliance winning the state. The contours of alliance will be decided at a later date. But Rahul wanted Pawar to prevent division of Opposition votes in the states and expressed Congress willingness to make sacrifices.

No UPA type front in the offing

Sonia Gandhi may be holding parleys with the Opposition leaders over dinners. There may also be a talk that Sonia Gandhi may form a front of like-minded parties on the pattern of United Progressive Alliance (UPA). But Rahul Gandhi is in no hurry to create such a front. Rahul Gandhi feels that no such front is needed at this juncture and Opposition parties should work quietly. Secondly, West Bengal Chief Minister Mamata Banerjee is working over-time to create a third front and speaking to regional satraps. While Sharad Pawar sees the light once again at the end of the tunnel in 2019 polls in the emergence of a third front. But having burnt his fingers in the past, he is sitting pretty and trying to expand NCP's base outside Maharashtra. For him, Maharashtra is the key and other states are a bonus. But Mamata Banerjee is banking on Pawar to create a third front as Mulayam Singh Yadav has been pushed into the background by his son who is busy in stitching alliance with Mayawati in UP. Akhilesh Yadav has signaled that Congress cannot be given more than 8-10 Lok Sabha seat in any seat-sharing arrangement for the 2019 Lok Sabha polls. The RLD may get 2-3 Lok Sabha seats while one seat may be spared for Sharad Yadav.

Two hour delay caused a flutter in HRD ministry

No one was in doubt that all the sitting eight Union Ministers will be re-nominated to the Rajya Sabha. But things didn't happen as contemplated. When general secretary incharge of BJP's Parliamentary Board and Union health Minister J P Nadda issued a press release at 9 pm, it contained the names of only seven ministers re-nominated to the Rajya Sabha. The name of savvy HRD Minister Prakash Javadekar was missing from the official press release. All hell broke and frantic calls were made to inquire about the fate of Javadekar. There was no response as to who will dare ask the PM or the BJP president Amit Shah. However, within two hours, second press release was issued announcing the name of Javadekar from Maharashtra. He was told that the party delayed the announcement as it was in the process of deciding whether he should be sent to UP or his home state of Maharashtra. However, the two hour gap was enough to cause a political flutter.
