Prime Minister Narendra Modi has not only strictly implemented the rule that no leader above the age of 75 years be given the Lok Sabha but also invoked a new “No Family Promotion” clause as well.
If 16 senior party leaders including L K Advani, M M Joshi, Sumitra Mahajan, Kariya Munda and others were denied tickets, no new family member or two members of the same family will be given the tickets.
Many senior party leaders have become victims of Modi's this new rule too. Modi had made it clear to even BJP's Gandhis - Maneka and Varun- that only one of them will get the ticket and the other family member should work for the party. Both are sitting MP s of the Lok Sabha and Maneka Gandhi is is a Minister in the Modi government. It transpires that party president Amit Shah and Surface Transport & Shipping Minister Nitin Gadkari pleaded that exception should be made in her case. It was also pointed out that Anurag Thakur and Dushyant Singh have been given tickets while Vansundhararaje scindia is sitting MLA. The rule may be made applicable in new cases. Modi made it clear no new family kith & kin will get the ticket if father or mother is active in politics. It was due to this very rule that Assam Governor Jadgish Mukhi had to eat the humble pie. Jagdish Mukhi, a senior Delhi BJP leader wanted Lok Sabha ticket for his son to be given a Lok Sabha from Delhi. But he was told that he would have to quit the post and declare political retirement. Similarly, Minister for Steel Chaudhary Birender Singh is hugely disappointed that his son was refused entry into the electoral arena. His son Birjender Singh is an IAS officer and wants to join the BJP to fight from Rohtak or Hisar. But the BJP was not in a mood to allow senior leader Birender Singh to quit to make room for his son when he is still 73 years. Even his wife is an MLA from Haryana. Therefore, he should wait for sometime. Modi's new policy that no two persons will be given ticket made several others unhappy. R K Sinha, a sitting BJP MP of the Rajya Sabha and close confidante of PM Modi wanted his son Rituraj Sinha to be fielded from Patna Sahib Lok Sabha seat. The seat had fallen vacant after Shatrughan Sinha became a rebel and denied the ticket. When Sinha met senior BJP leaders and tried to convince them that Rituraj will win the seat due to various factor, he was told that “family rule clause” is preventing the ticket to his son. Sensing the PM's tough stand, the leaders from states revised their proposals and withdrew all proposals to give tickets to kith & kin.

Ever since Rahul Gandhi took over as Congress president, he is learning the ropes, rather fast. If he took the party and political observers completely by surprise by dropping big guns from the Congress Working Committee last week, he also sent out a clear signal that generational shift has come here to stay. Then came his “hug and wink” storm in the Lok Sabha during the debate on the No-Confidence motion. The debate on the No-Confidence Motion has been relegated into the background while “Hug & wink” continues to make columnists burning their mid-night oil. To top it all, Rahul Gandhi himself is sending out contradictory signals over the “hug & wink” events. He told NDTV the same day that the 'Hug” was a spontaneous decision as he had sat down after finishing his speech and later got up and moved over to Modi. The Wink was also impromptu. But when he met women journalists on Tuesday over high-tea at the India International Center (IIC), he told them that he was thinking about it for the past some time. Rahul didn't disclose further. But sources close to him said that Rahul Gandhi gave considerable thought to his “hug” plan. These sources also say that the inner core group of the party comprising of Sonia-Rahul & Priyanka did discuss the consequences of such an initiative. Sonia Gandhi was slightly worried that it may not be parliamentary protocol. But Priyanka Gandhi said Modi has broken every parliamentary protocol by not allowing a no-confidence motion (NCM) during the Budget session. The NCM is Opposition's birth right. But even that was over-ruled. Therefore, there is nothing wrong in the hug. Thus Rahul's thinking was converted into action on Friday. In fact, Rahul Gandhi's speech was so good that he was overwhelmed and sat down. Suddenly he realised that he had forgotten the planned “hug”. He got up again to the surprise of the Speaker and others and started speaking for less than a minute. Instead of taking his seat, he moved over Modi, hugged him and gave the PM his first shock. The headlines next day was the rare Hug and not the motion.

Rahul’s PM card

Ever since “sources” in the Congress Working Committee said to the media after the mega event that Rahul Gandhi would be party’s prime ministerial face, all hell broke. Until the CWC, Rahul Gandhi was sending clear signals that his aim for 2019 is to defeat Modi and not become PM himself. It was almost year and a half ago when he said in an informal chat with the a select group of journalists, myself included, that he is willing to wait until 2024 or beyond, but Modi must go in 2019. The sourced report did the damage as Mayawati, Mamata Banerjee, Sharad Pawar etc became unhappy. This was also contrary to what Rahul Gandhi had discussed with Sharad Pawar during his three long interactions. But he undid the damage  on Tuesday when he told women journalists that anyone, Mamata or Maya, could be PM. The Congress will support any "non-RSS-backed Prime Minister" in 2019  Rahul said and added the priority was to defeat the BJP and end the climate of fear that has entered "our homes". Asked if the Congress was open to a woman Prime Minister, he said that anyone not backed by the RSS was acceptable. With Congress’ U-turn on the PM’s issue, the hearts of contenders are gladdened.

Mamata wooing Congress for tie-up

It is now clearly emerging that Congress will enter into some-sort of alliance with the Bahujan Samaj Party (BSP) and the TMC in the ensuing Lok Sabha polls. While the CPM general secretary, Sitaram Yechury was keen to tie up with the Congress in West Bengal, things are not working out. One of the reasons is that Congress and the Left are arch rivals in Kerala. Congress strategists have also advised Rahul Gandhi that the Left parties, in any case, will support any combination of like-minded parties from outside. Therefore, let the Left parties go alone in West Bengal, Kerala and Tripura. It has some claim over 3-4 seats in other states which may be considered sympathetically later. But the Congress should go with Mamata Banerjee during the 2019 Lok Sabha polls. The Congress has a legitimate claim over 7-8 seats in West Bengal out of 42 seats. But the TMC is willing to concede 5-6 seats with the argument that the strike rate of this combination will be very high. The TMC-Congress can combine is capable of winning 39 Lok Sabha seats as most of the cadre of the Left parties has either the BJP or the TMC. The TMC had won 34 and the Congress 2 Lok Sabha seats during the 2014 Lok Sabha polls and both had contested separately. The BJP is targeting to win 21 seats in West Bengal on the back of anti-incumbency of Mamata, cow vigilantism, Hindu sentiments and Modi wave. Mamata is keen to join hands with the Congress too hoping to overcome this anti-incumbency and emerge as Consensus Prime Ministerial candidate.

The UP Seat-sharing formula

The SP-BSP have evolved a seat-sharing formula in UP and conveyed the same Congress & RLD. The formula is that  whosoever won or came second in the state during the 2014 Lok Sabha polls, will get the those seats. As per this formula, the Congress can get 7seats while the RLD of Ajit Singh can stake a claim on two seats. The remaining seats will go to the SP-BSP. Now the young leadership surrounding Rahul Gandhi comprising of RPN Singh, Jitin Prasad and others want the party to be realistic and settle for 10 seats. On Tuesday, BSP leader Mayawati said she would join the Opposition alliance only if it gets a "respectable number of seats" to contest in Madhya Pradesh, Chhattisgarh and Rajasthan elections and also in the Lok Sabha. Obviously, the BSP wants pie in other states before conceding even 10 seats to Congress. Hence, Rahul’s PM card.

Jayant Advani to contest from Gandhinagar ?

Jayant Advani, the only son of veteran BJP leader L K Advani had a long meeting with the Prime Minister last month. It so happened that when he was in his factory in NOIDA, his mobile rang and the PM was on the line. Jayant Advani met the PM and later Modi called on L K Advani along with party chief Amit Shah. The purpose of the visit was to understand if L K Advani would like to contest again in 2019 from his traditional Gandhinagar Lok Sabha seat or make room for someone of his choice. The BJP leadership is keen to explore all these contentious seats and in the process of deciding whether seniors above 75 years of age be repeated or their kith and kin be accommodated. While Modi is reported to have kept quiet, Amit Shah broached the subject if the octogenarian leader would like to contest. Advani heard them but reported to have said nothing.

You down jack, I down jack

Analysing the upcoming election (July 17) of the President of India may be like replaying the tape of an old cricket match. Because there is not much surprise left in the contest between Ram Nath Kovind, a career politician and the ruling NDA’s official candidate, and Meira Kumar, UPA’s, or rather the Congress’, official candidate, daughter of former deputy prime minister Jagjivan Ram, diplomat, former Lok Sabha Speaker, and an amateur rifle shooter. Kovind is way out front in the race, which generally follows party lines. And, in the arithmetic of voting strength, the NDA starts from a winning score of 63 per cent; it may go up, not down, in the weeks ahead.

But it is still an interesting election. For the BJP, the choice of candidate holds a major surprise for the assorted scaremongers who had begun counting the Doomsday by the annulment of the Constitution’s secular commitments, and expected Prime Minister Narendra Modi, BJP president Amit Shah and the RSS to rummage through the nether world and pick up a Hindutva-warrior as the Presidential candidate. The political know-alls in the stretch between Raisina Hill and the gossip-filled bar and cafe of the India International Center were convinced that the apparent rejection by Team Modi of BJP bigwigs like L. K. Advani, M. M. Joshi and Sushma Swaraj for the prestigious (and powerless) job of the President had an ominous hidden meaning—that of eventually ‘Hinduising’ the Constitution with the help of a like-minded President. As if, given an encouraging pat in the back, any of the above persons would be shy to prove their Hindutva ! Apparently, it did not occur to the ‘cognoscenti’ that if the Constitution were to be twisted and mangled right down to its “basic structure”, its operation room could be the Parliament, and not the Rashtrapati Bhavan. The President is a cipher after all.

The fact that Ramnath Kobind is anything but a Swayamsewak—his only link with the RSS being that he had gifted to it his (none too pricey) ancestral home at Derapur in Uttar Pradesh—tells nothing much. If Modi is really harbouring some radical plans about governance, he can carry it through regardless of who is the President. Just as he did not say a word to President Pranab Mukherjee before ordering the scrapping of 86 per cent of the money in circulation. However, while the choice of Kovind is an obvious pointer to the BJP’s 2019 strategy of leaving no dalit sect unturned, it has a sub-text, which is that the dalit face the BJP under Modi and Shah is looking for is the quiet and sober type, not Mayawati’s kind of a restless soul who’d put caste at the centre of every discourse. Both Mayawati and Kovind are law graduates but the latter had practised law for years and, unlike Mayawati, joined a political party which is anything but someone’s personal property. On the other hand, to Mayawati, politics is a weapon of self-aggrandizement.

Just as Kovind’s choice underlines certain aspects of Modi’s mind, the selection of Meira Kumar by the Congress—which is the short-hand for Sonia Gandhi—is also indicative of its priorities. Kumar is dalit only by name but is a prominent member of the capital’s elite club that has all along set the rules of the game of politics. In her young days, she grew up a Lutyens’ Delhi girl and never left it at her present age of 72, having been elected five times to the Lok Sabha and then nominated as Speaker of the Lok Sabha. And, like all clever denizens of Lutyens’ city, she used her influence to get her father’s 6, Krishna Menon Marg residence allotted to herself for 25 years. Her selection as the Congress’ presidential candidate speaks volumes for the elitist bias that has crippled the grand old party, with choice of leadership at every stage being determined by pedigree and rank in society. Meira Kumar may not go down as badly as Lakshmi Sahgal in 2002, who bagged merely 107,366 votes against winner A. P. J. Kalam’s 922,884. The UPA’s performance could be a lot better if Sonia Gandhi showed a bit of imagination and started the ‘trick’ herself, forcing Modi to be the ‘taker’. Instead, the Congress allowed Modi to deal first, as in a game of bridge, and the latter played Dalit, his strongest hand. As successive elections in Uttar Pradesh are showing, economic and demographic changes are making the backwards dump their traditional guardians, Congress and BSP, with a big chunk of them tasting BJP’s hospitality. If Sonia Gandhi had a better sense of the game, she could in fact accept CPI(M) leader Sitaram Yechuri’s advice and put up Gopal Krishna Gandhi as UPA candidate. That would have left Modi with no option to tapping the dark and thick seam of bigotry, and hatred of Mahatma Gandhi, in BJP’s sub-soil. Besides, Bihar chief minister Nitish Kumar, who is supporting Kovid as he’s too eager to get his uneasy alliance partner Laloo Yadav off his back, by keeping Modi pleased, if necessary, would have thought many times over if he had to oppose a scion of the Mahatma and stay on the side of his abusers. That has a cost, of expulsion from the respectable class. But there is a silver lining in the Congress game-plan; it may finally bring SP-BSP-RLD-Congress on the poll table during 2019 Lok Sabha polls. Modi should have a reason to worry.

However, Presidential election cannot gauge public opinion as its electors comprise those already elected. Still, it is an occasion to get a sense of the kind of people running the majority group among the country’s lawmakers, big and small; their values and the respect they have for the illustrious countrymen whom majority of the people respect. In this sense, the Congress’ role is disappointing. For Modi’s Dalit, all it could offer was its own Dalit. And one like them, to be sure.

It was a sheer luck and non-controversial political journey that made Ram Nath Kovind to be the BJP’s presidential candidate.

Though Kovind was a light weight and had no connection whatsoever with the RSS during his political journey in the BJP. Yet Prime Minister Narendra Modi zeroed on him as he wanted a Dalit leader from UP only. Surprisingly, there was no Dalit leader worth a name who was senior enough to be picked up for the post of the President.

It was Dr Murli Manohar Joshi who brought him into the BJP in 1991. Joshi was party’s president then. Since Kovind was a standing counsel of the Government in the Supreme Court for the past 11 years and well-educated and the BJP was trying to expand its Dalit out-reach then, the party was happy to admit him into the fold. In 1994, Atal Behari Vajpayee and L K Advani gave him Raya Sabha seat and he was repeated in 2000 or another term.

It was surprising that after his retirement in 2006, he was in political wilderness for almost eight years. The BJP leadership gave him no responsibility as Rajnath Singh didn’t like him. Incidentally, Rajnath Singh didn’t attend the BJP parliamentary Board’s meeting which approved Kovind’s selection as Presidential candidate. The official reason given was that Rajnath Singh broke his knee during morning walk. Incidentally, Kovind’s only major political assignment was in 2014 when he was stationed at Varanasi for Modi’s poll campaign. He never looked back since then.

It is somewhat strange that the RSS leadership has not reacted to the selection of Kovind so far. Its now two days and the RSS is quiet.

Sources say that the RSS leadership reported to have urged the PM and Amit Shah that the next President should be of RSS origin. But Modi picked up Kovind saying there is no Dalit leader of stature  from UP for the post. Though Thawar Chand Gehlot and Satya Narain Jatia are prominent Dalit leaders. But they belonged to Madhya Pradesh and Modi wanted only from UP.

But eyewitnesses say that there was a hidden hand of divine power also behind the emergence of Kovind for the coveted post. Kovind as Governor of Bihar visited India’s first Handicapped University at Chitrakoot on May 3. He paid  respect to the founder of the University Jagadguru Ram Bhadracharyaji. Though completely blind, the Jagadguru told Kovind like this, “Though I can’t see with my eyes. But I can say that you will get the highest post.” He blessed Kovind who touched Jagadguru’s feet.

It may be mentioned that Prime Minister Narendra Modi is a disciple of Jagatguru Ram Bhadracharyaji and derived his idea of doing a lot for handicapped from him. Modi bestowed the Jagadguru with Padma Vibhushan in January 2015.

When asked BJP vice president Prabhat Jha and Rajya Sabha MP confirmed that such a prediction was made by the Jagadguru   in his presence only.

It seems Prime Minister Narendra Modi and former deputy Prime Minister L K Advani may be heading for some sort of a truce on Sunday next. This will be after a long time that Advani will not only share the stage with the Prime Minister but also speaking on the occasion as well. 
Though Advani had shared stage with Modi at party functions in the past. But he never got an opportunity to speak. Modi ensured that even if Advani shares the stage with him due to his seniority, he does not get a chance to speak. Both hardly had cordial relationship with each other and whenever Advani got an opportunity, he chose words unpalatable to Modi. Therefore, after coming to power in May last year, Modi completely sidelined Advani.
But come Sunday and both will be together at Vigyan Bhawan function to observe “Loktantra Raksha Diwas”. Essentially, the function is to honour all those volunteers and leaders of the RSS and its affiliate institutions who went to jail during the Emergency. This is the first time that a function of this scale is being organized to falicitate those who went to jails during the Emergency under MISA.  The function has been organized by Loknayak Jaiprakash Narayan Jayanti comprising of those who fought the Emergency with him and went to jail.

While Modi will be the Chief Guest at the function, L K Advani and Punjab Chief Minister Parkash Singh Badal are special guests. Finance Minister Arun Jaitley, Parliamentary Affairs Minister M Venkiah Naidu, former National President ABVP, Rajkumar Bhatia, Tourism Minister Dr Mahesh Sharma, Sushil Kumar Modi and advocate Satyapal  Jain.

While a couple of BJP ruled states have given freedom fighter status to all those who went to jail fighting the Emergency, there is no scheme at the Central level so far to honour them.
The function may provide an occasion to announce a scheme at the Central level.
